| Tiivistelmä: | The value of trade negotiations is discussed, and two questions are added to the problem. The first major objective of the paper is to propose a methodological extension of existing quantitative "cost of protection" analyses to consider some elementary aspects of the policy process related to game theory. The second major objective is to illustrate the new approach to the evaluation of the cost of protection with a global numerical general equilibrium model. The procedure used may be readily applied to other quantitative models. A number of important trade policy issues are studied using the proposed methodology. |
