| Tiivistelmä: | Although the State can give policy directives to its administration, subject it to all sorts of controls and demand accountability, it seems however that all these are lacking in a clear and stable strategy. A study of the French Ministry of Equipment identified a number of micro-strategies that have emerged as a result of the increasing autonomy of different administrative bodies. Arguments are presented that a global strategy can be achieved only by constant efforts to make consensus and coordination among the micro-strategies. Three examples of the coordination of micro-strategies are presented and analyzed. |
