| Tiivistelmä: | Except during energy crises or environmental disasters, energy conservation policy and pollution abatement strategies are seldom considered in the formulation and implementation of government expenditure decisions not directly related to energy-use and emissions. The measurement of energy and pollution costs associated with various budgetary categories is investigated. Such knowledge provides a broader decisionmaking context potentially useful in assessing the major alterations in defence and non-defence expenditures that may soon take place as tensions between the USA and the USSR diminish. |
