| Tiivistelmä: | On the basis of the development goals in the Tenth Five Year Plan, the article analyzes, from the theoretical and factual aspects, the scale of the national defence expenditure in the future ten years. It is argued the expenditure growth should be based on the "Area Theory", growth divided into two stages, i.e. "leaping" and "progressing step and step", the expenditure reaching 2.5% 3% respectively of the gross value of national production. |
