| Tiivistelmä: | The Public Utility Regulatory Policies Act provided an institutional basis for encouraging energy conservation through cogeneration. After years of experience, utilities and cogenerators have found much to criticize in the Act. State utility commissions have learned a great deal about the aspects of cogeneration. Taking a broad perspective on the issues which have arisen in cogeneration policy, it is possible to see that most alleged shortcomings are traceable to misunderstanding of the role of price signals in the energy market and of the need for creating certain institutions to remove barriers to cogeneration. The basic soundness of cogeneration policy is analysed. |
