Tiivistelmä:The paper traces the way in which administrative and industrial relation oriented personnel management has been transformed and human resource management has evolved. Strategic change is presented in the paper through the concept of organizational life-cycles. It is stressed that strategic change occurs when product-market situations are threatened - less often as a response to opportunities. It is suggested that in the longer view, and in more fully developed sense, HRM can contribute to the making of strategy and to initiating change. The management of structural (and associated cultural) change, as a necessary precursor to making strategy, becomes a key HRM activity.
