| Tiivistelmä: | Integration of earlier analyses is attempted and some explicit recommendations are set forth, addressed to those major policy communities that can most dramatically enhance the effective development and use of technology in services. The focus is on macroeconomic and tax policies, policies for public, private, or mixed investment in services infrastructures, changes in the form of economic regulation, human resource development policies, and recognition of the interdependence of services and manufacturing in trade negotiations. Issues of productivity, investment, regulation, and trade in services are integrated to argue for more balanced attention to the role and importance of services industries in policy agendas. |
