| Tiivistelmä: | For most of the state-owned enterprises, they have already enjoyed the autonomous rights of business decision, setting prices of products, distribution of products and buying materials, but it is still difficult for them to hold the rights of investment decision making, import and export, employing workers, refusing apportion. The reform of the contract system should be moving towards this direction and the varied economic indicators of the enterprises practicing contract responsibility system should keep up with the international level gradually. |
