Tiivistelmä:The central and western areas cannot develop their economy without the input of funds. The state as one of the subjects of investment and policy-maker should take measures including direct investment to guide enterprises' investment to these areas. To this end, the state should formulate relatively preferential policies to improve the investment environment, such as giving the investing enterprises preferential policies on tax revenue or credit. Special preferential policies given to the central and western areas and fair competition of market economy are not contradictory. The central and western areas can not compete equally with the coastal area due to the natural conditions and historical factors. The starting points of the enterprises in these areas are different. Therefore, the preferential policies given to the enterprises.
