| Tiivistelmä: | The development of large group corporations is restricted due to the following factors: no system basis for forming a community due to the backward reform of system of enterprises; imperfect financing management system restricting the development of investment of large groups; the two systems of management, industrial and regional, which hinders the trans-regional and inter-trade development; the lagging shift of the function of the government, which affects the development of large groups, and heavy burden of enterprises. The policy measures are 1. to choose a correct development model featuring low-cost expansion, parent-subsidiary form and strengthening groups' competitiveness; 2. to be push forward by the government and; 3. to realize capital business operation. |
