| Tiivistelmä: | At present, the scale of utilizing foreign capital in the midwest region is not large and the average scale of investment projects is far from that of the east. The investment of foreign businessmen concentrates more on labor-intensive industries and energy-developing industries. There exists a serious unbalance among different provinces in the midwest region, as far as the utilization of foreign capital is concerned. Strategic thinking and measures are as follows: strengthen the nation's capability of regulating and controlling for regional economy, gradually carry out the standard financial transfer payment system, grant more favorable policies for opening up and utilizing foreign capital, improve the investment environment in the midwest, encourage and direct foreign businessmen to remold the state-owned enterprises with advanced technologies. |
