| Tiivistelmä: | Considering as a whole, among the 57,881 investigated enterprises, those having completed the institutional reform ,undertaking the reform, being ready to reform and having no intention to reform constitute one fourth of the total number respectively. The majority of enterprises chose the pattern concerning changes in property right in the institutional reform, such as system of shares in enterprises, among which the choosing of limited liability company is the main form. Based on the findings of investigation, the progress of the institutional reform of state-owned enterprises has obviously speeded up since 1997 but the overall effects are not manifest. Main problems include the following: there are many enterprises undertaking the institutional reform in a "decladding" and "partial" way, which leaves evident aftereffect; etc. |
