Incentive readjustment and control of effective demand: we should reduce the general investment and consumption tax rate and simultaneously change the administrative charges into tax revenue to strengthen the readjustment and control power of the national finance over economy, increase fiscal expenditure to expand aggregate demand, increase State revenue deficit and the proportion of State debt, increase farmers' income and reduce their burden. 2. The supply readjustment: the main task of supply management is to restrict fast expansion of quantity supplied, readjust supply structure, increase supply quality, strengthen enterprise innovation ability, increase added values of products and try to expand and strengthen dominant industries and exports so as to grab the international market. |
