Tiivistelmä:Even the central projections of global warming in the Intergovernmental Panel on Climate Change /IPCC/ scenarios take the world into rates of warming and levels of warming outside the known tolerances of ecosystems in which mankind has a stake. There is a genuine uncertainty that should dictate a cautious stance in policy terms. The combination of uncertainty, irreversibility, probable initial low control costs, possible very high damage costs, and potentially high joint benefits from control, suggest that the policy stance on global warming should be fairly aggressive. The virtues and problems of a carbon task are analysed. There is a desperate need for more and improved analytical studies of carbon taxes.
