| Tiivistelmä: | It is argued in the article that there is enormous and untapped potential for expanding energy services in developing (and industrialized) countries by increasing efficiency of energy use. The exploitation of this potential could reduce long-term energy costs by half or more and make energy supplies more reliable and affordable. The mounting health costs of present energy practices would also be sharply curtailed. Such a strategy would free capital for investment in renewables and in such neglected sectors as health and education. However, there is little indication to date that the Earth Summit conference of the UN in June 1992 will result in the much needed reform, despite the enormous benefits that would accrue to all nations involved. |
