| Tiivistelmä: | The problems connected with the emission of harmful substances are in many cases not local, but do have extensive spatial effects. A typology of instruments of environmental policy is presented. The strategic approach to environmental problems is defined. It is shown that optimal solution to environmental problems can be reached in a well-developed institutional framework of EC using the so-called subsidiary principle of distribution of competencies. The costs of administration and control of environmental protection in a federal system are estimated. |
