| Tiivistelmä: | The state of the environment is worldwide deteriorating. Current approaches are inadequate for battling pollution. It is shown that most environmental issues must pass through a policy life cycle consisting of four distinct phases: recognition, policy formulation, implementation, control. Four development stages in governments' environmental policy are identified: reactive sectoral policy, topical policy , comprehensive policy. Similarly, four changing response patterns among leading companies and industry sectors are described and analyzed: reactive response, receptive response, constructive response and proactive response. Many conclusions of this study are based on the findings of a McKinsey survey conducted in 1991. |
