| Tiivistelmä: | Since being reformed, the situation has not been changed in the state-owned enterprises that those who have rights have no obligations. Many weak points exist in collective enterprises. The main body of national assets' property rights, for example, is vacant, border of which is vague, relationship is not well dealt with. And that in turn leads to the lower profit of enterprises. The article provides some solutions to the problems. |
