| Tiivistelmä: | Author discusses the problems of constructing the new system of state administration, local municipality and public services.Within the system of state administration, author finds imperfection, which results from the norm regulation of relations between the state regulation of relations between the state and government and problems of great rigidness of the state administrative organisation. Within the local municipality, he deals with the situation which was appeared after the unsuccessful referendum about the establishment of the new municipalities.As a possible solution he proposes the functional division of authority between the state and municipalities at their present unalterable territory.With the problems of constructing public services, author deals with questions of defining public services, position of public enterprises and with questions of defining the position of the infrastructure. |
