| Tiivistelmä: | At present, professional banks are controlled mainly by related government institutions. the principle of credit operations is to ensure supplies. Relations between credit and property right is not coordinated. The reform of state-owned commercial banks should be composed of three steps: making organization market-oriented and separating business for policy consideration from other business; clarifying property right and making commercial banks share-holding banks in which the state-owned share taking dominant portion; set up a perfect system of financial laws. |
