| Tiivistelmä: | Given that the average level of Japanese tariffs is close to being the lowest in the advanced world and assuming that non-tariff trade barriers can be left out of contention, it follows that VERs have become a prominent feature of Japanese trade policy. Therefore, one needs to ask not only the obvious question regarding why they have become so prominent, but also what are their costs and benefits, in comparison with the alternative policies of equivalent tariffs and quotas, to both the outside world and Japan. |
