Tiivistelmä:This article is devoted to the controversies surrounding the higher education reform in Estonia. The main stress is put on the issues related to staff development since 1988. The current practice of the post-graduate courses as the main source of the new faculty is analyzed and compared with that of the former Soviet Union. Given the most recent statistical data available in Estonia, the author demonstrates that no remarkable shift toward the renewal of the University faculty has taken place. However, this was considered as one of the key issues of the university democratisation in 1988.
