| Tiivistelmä: | The policy-making system of China's government for investment, which features over-centralism and administrative leaders' controlling the right of making policies needs to be improved for it is not scientific and democratic. Its defects are manifest as follows: Macro policy-decision and policy decisions on projects and project-managing are mixed. The procedure of policy- making goes from top to bottom. The policy-making right is controlled by the superior leading bodies. The responsibility of policy-making bodies is not clear. The department of scientific research is concurrently in charge of the feasible study of projects, while the department in charge is to evaluate projects and the legal persons will be decided after projects are established. |
