| Tiivistelmä: | The existence of the external manager market has led to the outflow of the managerial personnel of enterprises. Besides, there are far less external restrictions to the managerial personnel. To prevent them from outflow, state-owned enterprises should take both the administrative measures and economic measures. The latter includes increasing the cost of outflow and making agents get payment worthy of their performance, which, in principle, is no less than what the equivalent ones of non-state enterprises get. Besides, an internal managers market should be established on the basis of the framework of the organisational system of the State Administration of State-Owned Assets. |
