| Tiivistelmä: | The traditional driving force mechanism of state enterprise system can not increase workers' sense of responsibility and inspire their enthusiasm, thus leading to the low efficiency and low economic returns of enterprises. The reform of enterprises, conducted from the end of 1970s to the early 1990s, however, neglected the system innovation and property rights inspiration, which has brought some new problems, such as the short-term behaviour of enterprises and "being controlled by insiders". So in the reform of enterprises with establishing the modern enterprises system as the target, the property rights of labourers must be introduced in the establishment of the effective governing structure of enterprises to let labourers participate in management and share profits. |
