| Tiivistelmä: | In order to make the social security in China give better play to its function as "safety netting" and "stabilizer", to levy social security tax should be an ideal choice of the way to raise social security funds. The levy of social security tax should be based on state legislation, which brings social security into the tax system of the nation. Tax department is responsible for the levy. It is a standardized, legalized and mandatory way of fund-raising. In view of the extremely unbalanced developing level of economy in urban and rural areas throughout China, we'd better select the fund-raising pattern which combines social planning and individual account. Once conditions are mature, the fund-raising pattern of social security tax can be carried out. |
