| Tiivistelmä: | Now the decline of the proportion income has become the truth. But generally it is adapted to Chinese current economic level. To improve fiscal situation, China should not hope to increase the nominal proportion of financial income but strengthen the force of financial management: 1. Unify finance; standardize actions of financial charges. 2. Strengthen the force of tax collection and management and try to realize substitute of fares by tax finance through collecting taxes. Realize the balance between tax and liabilities. Which is favorable to standardization and does not enlarge the operating cost of enterprises; 3. Draw a clear demarcation line of government rights, standardizes the scope of financial supply; 4. Cut down administrative expenditure. |
