| Tiivistelmä: | The need for perfomance analysis of Germany hospitals re- sults from the legal requirement that the annual budget allocation must take the comparative performance of the hos- pitals into account. In spite of this legal pressure, the parties involved in the budget negotiations - health insu- rance organisations and hospital managements - have not agreed on a performance evaluation scheme, yet. The problem with hospital evaluations stems from the lack of market mechanisms and, a fortiori, the lack of of market prices for the services provided by hospitals. Thus alternative models for the economic evaluation of the performance of a hospital play a vital role. In this paper we suggest the use of a technique called Data Envelopment Analysis for this purpose. An empirical study which involves data from German hospitals, respectively, yields first results. |
