Tiivistelmä:On the surface, institutional affairs in the year 2000 were dominated by the Intergovernmental Conference (IGC), which is examined elsewhere in the Review. The IGC was supposed to prepare the EU institutionally for enlargement, but it touched only the tip of the iceberg. The mass of the iceberg - the daily grind of EU institutional operations and governance - was largely unaffected by the IGC and its possible outcome. Yet EU institutional actors were well aware in 2000 that the EU's ability to absorb new members would depend as much on internal institutional reform as on treaty-based reform, if not more so.
