Tiivistelmä:This article contrasts the theory and the reality of the Soviet administrative-command system by using the recently opened records of the Soviet state and party archives. In theory, the system had three key characteristics. First, all capital and natural resources were claimed (owned) by the state to ensure that the economy catered to the interests of the dictator. Second, and for the first time in economic history, a central planning apparatus replaced the market to command the allocation of major commodities. Finally, the dictator exerted control of the resource allocation process by issuing to subordinates orders which were universally obeyed.
