| Tiivistelmä: | This study develops a model of information exchange (henceforth as: info-exhg.) btw. calling parties. The equilibrium is characterized with two interconnected networks competing by charging both for outgoing and incoming calls. Networks are shown to have reduced incentives to use off-net price discrimination to induce a connectivity breakdown when calls originated and received are complements in the info-exhg. In case operators are allowed to negotiate reciprocal access charges (here as: a-chgs.), this breakdown disappears. Furthermore, the relationship btw. sending and receiving retail charges as a function of the level of a-chgs. is also studied. Circumstances are identified where private negotiations over a-chgs. induce first-best retail prices. |
