Tiivistelmä:Many regulations have been proposed in the United States Congress to further reduce the emissions of precursors to acid rain, chiefly sulphur dioxide and nitrogen oxides. The relative adequacy of the available tools for the assessment of these regulations are examined through cost-benefit analysis. The scale of investments required so far, and the disruption to the primary fuel market, represent major shocks to the economy, especially the energy sector. The difficulties of determining the indirect costs are so severe that policy analysts have chosen to ignore them. An overview of cost estimation models is followed by a discussion of the distinction between expenditures and costs, and direct and indirect costs.
