| Tiivistelmä: | It is not only desirable but necessary to strengthen the mechanisms of "solidarity" and assistance in the national pension schemes of the industrialised countries. With an unchanged level of compulsory contributions, the expansion of non-contributory rather than contributory pensions would serve both to combat poverty among the elderly and to give a boost to the economy through the positive effect on demand. The move towards greater solidarity is especially necessary in those countries which are finding it increasingly difficult, without jeopardising their competitiveness, to cope with the growing burden of retirement pensions through the contributory system. |
