| Tiivistelmä: | Concern over global climatic issues questions development based on the steadily expanding use of fossil fuels, particularly coal. Fossil carbon emissions by fuel type and consuming sector in four lower income Asian nations are examined in the context of their national energy plans and policies. Believing that the resource transfers from wealthier nations will be an important component of any effort to reduce future emissions, the examination is used to focus attention on those countries and activities which may offer the most cost effective targets for any future control efforts. A stronger role of government regulation in Europe is urged. |
