| Tiivistelmä: | The paper develops an Asymmetric Nash Equilibrium model of welfare payment choice (by states) and welfare recipient migration in which there is a finite migration elasticity. The model's predictions are closely matched empirically, when examining the reduced form impact of these instruments on the pattern welfare benefits and recipients cross states. |
