| Tiivistelmä: | The overall idea of Shanghai on establishing and perfecting the mechanism for aiding the poor and people in danger or difficulty can be generalized as "being promoted by the government, civil administration's playing a leading role, social participation, comprehensive coordination and forming a common effort".
