| Tiivistelmä: | The reform of property right system serves as the actual conditions for market-orientation of state-owned enterprises. The reform of property right system of state-owned enterprises should start with the following: (1)establish new form of macro-management institution of national property right; (2)found intermediary institution dealing in state-owned capital; (3)draw a line between "enterprises featuring social public welfare" and "competitive enterprises" and treat them differently; (4) regulate managers' activity of state-owned capital;(5) establish property right transference system;(6)make enterprises profit independent; (7)cultivate the class of managers. |
