| Tiivistelmä: | The reform of the system of science and technology should meet the need of development of socialist market economy. A research and development system with rational structure, reasonable layout and high efficiency should be gradually set up so as to improve the transformation from research results to practical production force. Barriers among various departments should be removed to improve the reasonable allocation of personnel. Basic research, development research and high-and-new-tech research should be strengthened. The combination among science, technology and economy should be improved. |
