| Tiivistelmä: | In research and development, Shenzhen and Hongkong have one thing in common, that is, they both focus their efforts on development research and neglect basic research. The Hongkong's government adopts a policy of minimal government intervention to influence the development of sci-tech undertaking and high tech industries while the Shenzhen municipal government encourages the development of sci-tech undertaking and fosters high tech industries. As to the contribution rate of sci-tech progress to economic growth, both Shenzhen and Hong Kong are in the state of unbalanced development. In the sci-tech cooperation between Shenzhen and Hong Kong, it is confined to one between enterprises in these two areas for there has been no intergovernmental sci-tech exchange projects as of get. |
