Tiivistelmä:Contingent, time-varying taxes depend on variables internal to the industry or firm. A vertically integrated, petroleum extracting firm is modelled to study an endogenous profit tax which varies with the level of proved reserves. The three stage model of the firm shows that the traditional measure of scarcity, marginal user cost is not accurate, nor is full marginal user cost; the endogenous tax exaggerates the correct measure of scarcity. The policy-maker can use the relationship between the tax parameters and changes in the level of proved reserves to determine the effect of full marginal user cost.
