| Tiivistelmä: | Shengzhen special economic zone faces three major problems: 1) the reform of the state-owned enterprise operation mechanism, 2) a gap between the management of special economic zone and international customary rules, 3) the contradiction between the high-speed economic growth and lose of the state-owned capitals and assets. How to make the management be in conformity with international customary rules, is the first one of the issues to be resolved. Shengzhen should make the 1990's strategy for opening to the outside world, which is suitable to world economic development. |
