| Tiivistelmä: | A distinction between governance and managing public sector enterprises needs to be made.Whereas the governance of public sector enterprises is related to their ownership structure, the management is the coordination of activities conducted by professional managers.The great majority of public sector enterprises in the European Union fit into a threefold classification: state enterprises, state-sponsored enterprises and state-owned companies.Of the three, state enterprises and state-sponsored enterprises are subject to the greatest governmental influence.Government or representative ministers are entitled to appoint representatives of management or supervisory boards.In some countries, like France and Italy, governmental interference in day-to-day decisions is significant.Throughout the European Union the role of the parliament is secondary to the government.The governance of Slovenian public business undertakings is similar to that of state enterprises and state-sponsored enterprises in the European Union and the system of government of state-owned enterprises is comparable to the Slovenian public sector enterprises.The governance of the state holdings is not precisely determined.The Slovenian parliament has no role in governing the Slovenian public enterprises. |
