Tiivistelmä:The present pension system monthly converts the collected contributions of the employed into pensions.Due to increasingly deteriorating ratio between the number of the employed and pensioners and the present high contribution rate, the system already faces serious financial problems. The reduction of the rights arising from this system seems to be inevitable.It will be necessary to develop the second capital "pillaw' of the pension and disability insurance as soon as possible.The Capital Fund, the Housing Fund and the Supplementary Insurance Fund already from the basis of the future pension funds, which will undoubtedly develop in Slovenia as well.When this will happen, mostly depends on tax stimulation earmarked for these purposes by the state.Pension funds will not only represent substantial liability for the treasury but they will certainly have a positive impact on its investment capacity, on the development of the capital market, they will represent a source for providing finances for flats and secure future social security of retired and disabled persons. The Capital Fund as the future owner of 10 % of socially owned capital in companies and the Housing Fund are already operating.Their present task is to establish control over the received property and to start the transformation of their portfolios into a structure corresponding their purpose.Their scope can only secure a minor part of the short-term coverage of pension expenditures.Yet the characteristics of the Supplementary Insurance Fund enable it to become the basis of the second pillar of the pension and disability insurance of Slovenia.
