Tiivistelmä:In the introduction of the "Reform of the Pension System: Reasons.Open Issues and Possible Solutions" material there is a presentation of bad financial situation of this insurance in Slovenia, some reasons therefore, especially the unadapted legislation.Thus the insurance implementer evidenced loss at the end of the financial year 1995 and exhausted all the reserve funds; the situation could only be solved by the additional participation of the state budget, inevitable changes in the field of pension legislation and pension reform.In order to secure a successful present pension reform and not to repeat the past errors, the chapter "Looking back" deals with some of the mistakes done in the previous reforms, which - instead of reducing expenditures - resulted into a wider range of the rights and even greater expenditures.The chapter "The Estimation of the Situation and World Trends" calls our attention to the fact that the role of the pension system - despite its faults - has been a positive one, which should not be ignored within the process of the reform when talking about the ratio between the public and supplementary insurance schemes.Basic uniform standpoints of renowned experts in the field of "world pension debate" are presented, advocating the necessity of pension reforms almost world-wide and right now, including, however, some differences in their opinions.The latter primarily concern differing estimates as to the effects and the future application of the pay-as-you go system,the fully funded system and the system of the multi-pillar approach as well as in the expectations regarding the future ratio between the compulsory public schemes and supplementary ones.Presenting the basic features of various foreign insurance systems, the materials also evaluate the items in which the Slovenian system is essentially different, and give corresponding suggestions for the possible issues and procedure of the reform.The latter is divided into four phases, which are related as to the time and issue: i.e. the preparation phase, shortterm measures, long-term changes (multi-pillar system) and legislative phase, with a preliminary securing of political conditions and public consensus for the carrying out of the reform.Finally it points out that there is no magic formula regarding the reform and that in the first place it means a discussion on the rights, conditions and the scope of insurees within the public system; only later - or in concurrence - it is a discussion on additional pillars , which will undoubtedly have to be introduced or further developed and appropriately stimulated.
