| Tiivistelmä: | In the article it is argued that social insurance benefits are acquired on the basis of prior contributions of obligatory insured persons who "pay" for their future benefits.The legislative body has limited power to make substantive changes of entitlements to insurance benefits.The benefits accrued by the insured can not be retroactively changed.The benefits expected by the active insured persons can be modified if there is an evident public interest for modifications and if the unfavourable changes are moderate and carried out in a long span of time. |
