Tiivistelmä:Article XX. of GATT, which provides parties the right to take measures to protect human, animal and plant life or health, has opened the door for protectionist measures. Therefore a Code on Standards was negotationed on the Tokyo Round that provides a dispute settlement mechanism. Past experience, importance and difficulty of the issue are discussed, Uruguay Round recommendations on the negotiating process are presented. Multinational agreement on precise rules governing the use of health and safety measures is not possible and the problem must be dealt with on a case-by-case basis. Recommended amendments to the Code on Standards are listed.
