Tiivistelmä:The industrial accident at the chemical plant at Bhopal, India, which had been running for years without serious incident, has brought about some positive results. Some 400 studies have led to one conclusion: since most accidents are caused by human element and human error, changes in attitudes and behaviour can reduce accidents. Inspection plays a vital role in risk management. It should be concerned with detecting, anticipating and investigating human errors. The prime task of the inspector is to ensure compliance with safety legislation. As a result, companies are now increasingly taking responsibility for self-regulation. Safety inspectors could then concentrate on the smaller and less responsible organizations.
