| Tiivistelmä: | The transfer of telecommunications technology to China is placed in the framework of national and regional development policies. This sector has been assigned priority because of the underdevelopment of the country's telephone system. Actors' strategies are analyzed. Special attention is paid to the drawbacks of cooperation: bureaucracy, poor personnel assignments, interministerial conflicts and Chinese firms' lack of autonomy. Some examples of success are assessed in terms of the adoption of new techniques, gains in productivity and the capacity for product development. |
