| Tiivistelmä: | During the 10th five-year-plan period the income of urban and rural residents will grow continuously and steadily, but the growth rate will be comparatively lower compared with the period of the 8th and 9th five-year-plan. The income rate of the rural residents will be a little lower than that of the urban. The strategic policy is that we should guarantee the steady growth of resident income through the development of economy. As for the distribution principles, we should primarily consider the efficiency but also pay attention to the fairness. We should also link the general principle of "distribution according to work" with that of "distribution according to the elements of production", rectify distribution relations between of the income and distribution, standardize the allocation principles and perfect the regulating mechanism. |
