Tiivistelmä:The author states that Central Europe is trying desperately to meet EU requirements on energy liberalization. But it's not doing enough to make sure competition will really work. Open up sectors like energy, rail and telecoms to competition, the liberals preach, and efficiency will surge, resulting in lower prices and better quality. It's an argument that both Central Europe and the EU have swallowed with enthusiasm. Then the author considers recent problems in California electricity liberalization. The paper states that the situation in Central Europe is different, if only because demand for electricity is stagnating. That means that the region suffers from excess capacity and if there is a danger of black-outs, it can always import electricity from the EU.
